I think this no the right-thing(TM) to do.
The administrator knows which is the serial port where PPS is
connected to, so the admin should do the configuration accordingly,
not udev. udev has been designed for other pourposes.
I thin kthe best way to solve this problem is to define a special
entry in /etc/init.d/ directory and doing this setting at boot.
Maybe you can define a configuration file /etc/pps.conf and a script
/etc/init.d/pps which reads the configuration file and set up the
system for PPS.
