LinuxPPS: signed data for "struct pps_ktime".  
  
The "struct pps_ktime" is related to "struct timespec" and since it  
should hold time offsets too it's more logical using signed data  
instead of unsigned one.  
  
This also fix up a bug when offsets are negative.
