Maybe apply it and see what is possible?
Then present the options to linux-kernel (not just Alan) and have them
discuss the best one?

I guess that low-level patches (curently only x86) are not a big deal as
long as they can be done for other archs with not too much effort.
The PPS framework can be there, just needs a 'connector'.
