[LinuxPPS] [patch] hpgps refclock driver diffs

Attached are LinuxPPS diffs to the hpgps reference clock for ntpd
ntp-dev-4.2.5p117. The clock gives me accuracy of +/- 2 microseconds
over a 24 hour period, so it seems that it is working. :)
