[LinuxPPS] NMEA Refclock in ntp-dev does not work

It is interesting to even make a comment on the NTP mailing list. The
reaction is 'but this is a linux problem - we think about much more
important things here'. The recent threads about quicker locking to the
pps source would make them choke into their beards.
