[LinuxPPS] LinuxPPS new functionalities

Hello,

here the patchset to add the LinuxPPS clients support (expecially the
serial support).

The patchset should apply clearly against to the latest kernel release
(I tested it with linux v2.6.33-rc7).

Please test it and report results, so I can resubmit it to the LKML
for kernel inclusion.
