First,  is this patch intended to be applied to linux-2.6.33-rc8?

I did apply it to linux-2.6.33-rc8, and the resulting kernel is working 
just fine with both 32 and 64 bit machines, running both ntp-4.2.4 and 
ntp-4.2.6.
