Also have a look at
http://www.eecis.udel.edu/~mills/ntp/html/drivers/driver20.html,
especially the part about flag3, if you are using the NMEA drievr.
Do check flag3 in your ntp.conf.

When flag3 is 1 before starting ntpd, do check ntptime regularly after
starting ntpd.
