I'll look into various SBCs...as you say, there are many to choose from, and
that is ultimately what I am looking for.

ldattach does seem to work with the USB serial converter device
(/dev/ttyUSB0). 

But it sounds like linuxPPS doesn't support USB serial converters (at least
not mine). I may take a quick look at the code for the usbserial, keyspan
and 8250 drivers to confirm the existence or lack of pps hooks - a good
suggestion. 

For now, I will probably opt for a path of less resistance and try a
different computer, since what I've got should work with a regular serial
port.
