strace shows :
ioctl(3, TIOCSETD, [18]) = -1 EINVAL (Invalid argument)
The LinuxPPS install Wiki says full support wasn't integrated into the
linux kernel 2.6.34, and Centos 6 is running 2.6.32.
The kernel likely needs patching.
