The new patch - new_pps_ldisc.patch applied cleanly for me to both 
linux-2.6.32, linux-2.6.32.7, and linux-2.6.32.8, on top of the patch 
ntp-pps-v2.6.32-rc8.diff.  At least for me, it seems to be ok.
